Westchester County Charter:
Section fifty-one of Chapter one hundred nineteen of the Westchester County Charter (119.51) mandates that the Purchasing Agent “control the purchase, storage, and distribution of all supplies, materials and equipment required by the county, or any county department, institution, office or agency and before making any purchase or sale to invite competitive bidding under such rules and regulations as the County Board by act may establish.”
General Procurement Policy:
All purchase or service contracts are made in accordance with the applicable laws governing our purchasing activities. Awards are made to the lowest responsive and responsible bidders who meet the prescribed specifications. We shall strive constantly for understanding, courtesy and fair play in all our contracts with our suppliers and their representatives. It is the goal of the County of Westchester to use its best efforts to encourage, promote, and increase participation of business enterprises owned and controlled by minorities or women (MBE/WBE) in contracts and projects funded by all departments of the county and to develop a policy to efficiently and effectively monitor such participation.
We wholeheartedly subscribe to the principles and standards of purchasing practice as advocated by the National Institute of Governmental Purchasing.
